Sastri L. Kota (SM'86) received his Ph.D from the University of Oulu, Finland; Electrical Engineer's Degree from Northeastern University, Boston, MA; MSEE from IIT; BSEE from BITS, India. Dr. Kota is a Senior Scientist in Harris Corporation and Adjunct Professor in University of Oulu, Finland.ق He has held technical and management positions at Loral, Lockheed Martin, SRI International, the MITRE Corp, and Xerox Corp contributed to military and commercial satellite communication systems and broadband network design and analysis. He is the principal author of the book Broadband Satellite Communications for Internet Access, co-edited the book Emerging Location Aware Broadband Wireless Ad Hoc Networks, and wrote book chapters on Satellite TCP/IP and Broadband Networks.ق He has published over 120 papers in conference proceedings and refereed journals. He served as a guest editor for IEEE Communications Magazine, Special Issues on Advances in Mobile multimedia Networking and QoS, Cross- Layer Protocol Engineering for Wireless Mobile Networks; Satellite ATM architectures, Broadband Satellite Network Performance, International Journal of Satellite Communications and Networking, Special Issues on Satellite IP QoS and Cross layer protocols for SATCOM, and Satellite Network protocols and Satellite Networks for Mobile Satellite Services in Space Communications - an International Journal.ق He is member of the editorial boards on the International Journal of Satellite Communications and Networking, and the Space Communications Journal. He is on the Industry Advisory Boards of National and International universities. He is the USA Chairman of ITU-R Working Party 4B developing standards for Fixed and Mobile Satellite Services.ق His research interests include wireless and mobile information networks, satellite IP and DVB-S/S2 and RCS networks, QoS and traffic management, resource management, mobile ad hoc networks, broadband satellite access, cross layer protocols, and ATM networks.

Dr. Kota has been a keynote speaker, invited speaker and panelist at various International Conferences.ق He served as the Unclassified Technical Program Chair of MILCOM 2007(6000 attendees with 97 technical sessions), Asst. Technical Chair of MILCOM2004, 1997, 1990; symposium chair of satellite Communications symposium of GLOBECOM 2002, 2000 and invited session chair of PIMRC 2004, 2005 and 2006; co-chair of Wireless Communications and networking symposium of IEEE GLOBECOM2006, Technical chair of ISWPC2007, ISPC2007, workshop co-chair on Cooperative Communications for ICC2008 and on Satellite Communication Networks for IEEE GLOBECOM 2005, 2004 and vice chair of Q-Shire 2007; panel chair for WPMC2008 and WCNC2008.ق He is the recipient of the Golden Quill Award from Harris Corporation, publication awards from Lockheed Martin and ATM Forum Spotlight Award. He is a Senior Member of IEEE, Associate Fellow of AIAA, and Member of ACM.

Tarik Talebقis currently working as assistant professor at the Graduate School of Information Sciences, Tohoku University, Japan. From Oct. 2005 till Mar. 2006, he was working as research fellow with the Intelligent Cosmos Research Institute, Sendai, Japan. He received his B.E. degree in Information Engineering with distinction, M.E and Ph.D degrees in Computer Sciences from GSIS, Tohoku University, in 2001, 2003, and 2005, respectively.

His research interests lie in the field of wireless networking, inter-vehicular communications, satellite and space communications, congestion control protocols, network management, handoff and mobility management, and network security. His recent research has also focused on on-demand media transmission in multicast environments.

Dr. Taleb is on the editorial board of the IEEE Wireless Communications, IEEE Communications Surveys & Tutorials, and other Wiley journals. He also serves as vice-chair of the Satellite and Space Communications Technical Committee of the IEEE Communication Society (ComSoc) (2006 - present). He has been on the technical program committee of different IEEE conferences, including IEEE GLOBECOM, IEEE ICC, and IEEE WCNC, and chaired some of their sessions. He is chairing/has chaired the Wireless Local Area Networks and Personal Area Networks Symposium in the International Wireless Communications and Mobile Computing Conference 2008 (IWCMC 2008), and the Computing & Information Systems track in the 4th Int'l Conf. on Innovations in Information Technology (IIT 2007). He is currently serving as a publicity co-chair of the 2008 International Conference on Access Networks. He is a recipient of the 2008 TELECOM System Technology Award from the Japanese Telecommunications Advancement Foundation, the 2007 Funai Foundation Science Promotion Award, the 2006 IEEE Computer Society Japan Chapter Young Author Award, the Niwa Yasujirou Memorial Award, and the Young Researcher's Encouragement Award from the Japan chapter of the IEEE Vehicular Technology Society (VTS). Dr. Taleb is an IEEE member.

Jiang (Linda) Xieقreceived her B.E. degree from Tsinghua University, Beijing, China, in 1997, M.Phil. degree from Hong Kong University of Science and Technology in 1999, and M.S. and Ph.D. degrees from Georgia Institute of Technology in 2002 and 2004, respectively, all in electrical engineering. She is currently an assistant professor with the Department of Electrical and Computer Engineering at the University of North Carolina at Charlotte. Her research interests lie in the field of wireless networking with emphasis on architecture and protocol design for radio resource management, mobility management, and Quality-of-Service management for the next-generation wireless Internet.

Dr. Xie is on the editorial board of Computer Networks Journal (Elsevier) and Journal of Network and Computer Applications (Elsevier). She has been on the technical program committee of different IEEE conferences, including IEEE GLOBECOM, IEEE ICC, IEEE INFOCOM, IEEE WCNC, VTC, IEEE CCNC, and IEEE PIMRC, and chaired some of their sessions. She is chairing/has chaired International Conference on Mobile Wireless Middleware, Operating Systems, and Applications (Mobilware 2009 and Mobilware 2008), the 4th International Wireless Internet Conference (WICON 2008), the Multimedia Communications Symposium of the Third International Conference on Communications and Networking in China (ChinaCom 2008), the Pervasive Computing and Mobile Networking Symposium of the International Conference on Computer Communications and Networks (ICCCN 2008 and ICCCN 2007), and the Multimedia Networking and QoS Track of the IEEE International Symposium on Multimedia (ISM 2007). She served as the Publicity Co-Chair for several conferences including IFIP International Conference on Networking (Networking 2007) and the Third International Wireless Internet Conference (WICON 2007). Dr. Xie is a member of the IEEE Communications Society, IEEE Women in Engineering, the Association of Computing Machinery (ACM), and Eta Kappa Nu (ECE Honor Society).

Maria Luisa Meraniقreceived both M.Sc. (summa cum laude) and Ph.D. degreesقin electrical engineering from the University of Bologna, Italy, in 1987 and 1992, respectively. In 1991,قshe spent one year at the Computer Science Department of the University of California in Los Angeles. Since 1993, she has been with the Department of Information Engineering of the University of Modena and Reggio Emilia, where she is presently an associate professor. Her current research interests lie in the area of multimedia communications. She is involved in research on congestion control of unicast and multicast video flows and on P2P streaming systems. In the past, her research has been focused on radio communications, with an emphasis on 3G and wireless data networking.

Dr. Merani has been very active within the Technical Program Committee of several flagship IEEE international conferences: IEEE GLOBECOM, IEEE ICC, IEEE WCNC, IEEE PIMRC, VTC. She has served as the Technical Program Co-Chair for the 2nd IEEE International Symposium on Wireless Communication Systems, ISWCS 2005. In 2007, she was one of the technical chairs of IEEE GLOBECOM 2007.

In 2008, sheقserved asقthe guest editor of a special issue of the Springer journal Peer-to-peer Networking and Applications, dedicated to peer-to-peer systems for video delivery. Dr. Merani is an editor of the IEEE Transactions on Wireless Communications and an IEEE Senior Member.
